Should this user be an Application Admin or a Staff user?

What are is an Application Admin?

Application Admins have full, unrestricted access to everything in JobreadyWBL / CTE-360. This security level is typically reserved for a limited number of users, i.e. Principals, CTE Directors, etc.

What are Staff users?

By default, the Staff user type currently has read-only access to most areas of the application. However, by assigning Roles to these accounts, administrators can grant these users more privileges. You can see more details about Staff users here!
