Why can't I create a new Safety Data Sheet (SDS)?

If you navigate to the Safety Data Sheet module and you don't have a new button, that means that you don't have the required security to manipulate Safety Data Sheets. In order to gain access, your user account must have the "Safety Data Sheet Full Access" role or you must be an application admin.
